What is a C&L Notification?

A C&L Notification (Classification and Labelling Notification) is a notification required under Article 40 of the EU CLP Regulation (EC) No. 1272/2008 concerning the classification and labelling of hazardous substances and mixtures. It is mandatory for EU importers and manufacturers when placing hazardous substances on the market, either as such or within hazardous mixtures. Notifications are submitted to the C&L Inventory of the European Chemicals Agency (ECHA).


When is a C&L Notification required?

A C&L Notification is required:

  • when a hazardous substance is manufactured, imported, or placed on the market within the EU – regardless of the quantity,
  • when a substance subject to REACH registration (from 1 ton/year) does not yet have a valid CLP classification in the registration dossier.

What are the deadlines for a notification?

The notification must be made within one month after the substance is placed on the EU market for the first time.
